FHFA Advisory Bulletin AB 2021-01 — Enterprise AI/ML Standards

FHFA's Advisory Bulletin sets AI/ML expectations for Fannie Mae + Freddie Mac and, by counterparty flow-down, for the sellers and servicers who deliver loans to them. If your lender sells to the GSEs, this bulletin's expectations reach into your underwriting AI whether you built it or bought it.

What the regulation actually says

"The Enterprises should establish and maintain an AI/ML risk-management framework that includes: governance structure and roles; AI/ML risk identification, measurement, and monitoring; model risk management aligned with existing supervisory guidance (SR 11-7); and controls over data quality, bias, explainability, and third-party AI/ML." What this means in plain English

  1. GSE counterparty expectations flow down. If Fannie / Freddie must operate to a standard, they push equivalent expectations to their sellers and servicers.
  2. Third-party AI is inside the framework. Buying an underwriting AI from a vendor does not transfer the risk-management duty to the vendor.
  3. Bias + explainability + data quality are named risk categories. All three land squarely on the sample scenario.
