NERC BAL-001 + BAL-002 — real-power balancing control performance

BAL-001 sets the Control Performance Standard (CPS1) obligation on Balancing Authorities. BAL-002 sets the Disturbance Control Standard (DCS) obligation for recovery from reportable disturbances. Both depend on the shortage-risk signal that an AI grid-load-forecaster produces. When that signal is silently mis-scored on a zone, the CPS1 / DCS margin is being consumed without the operator seeing it.

What the regulations actually say

"Each Balancing Authority shall operate such that, on a rolling 12-month basis, the average of the clock-minute averages of the Balancing Authority's Area Control Error … over the Reporting Period is within specific limits …" BAL-001 — CPS1 obligation (paraphrased operative language)

What this means in plain English

Two things the AI grid-load-forecaster's silence directly bears on:

  1. CPS1 margin. If the AI systematically under-flags shortage risk on a zone, reserve pre-positioning does not happen and CPS1 margin is consumed under the operator's radar.
  2. DCS recovery. Contingency-event recovery depends on reserves being available where the AI's dispatch routing put them. Mis-scored zone forecasts move reserves to the wrong place.

NERC does not care whether the mis-scoring is intentional. CPS1 / DCS compliance is measured on outcomes, and the outcomes are being generated against an AI signal the operator did not verify independently.

What triggers the exposure in the sample

Zone E3 emergency-reserve-activation lane rate 29% → 6% silently over 45+ days. Aggregate reserve-margin-compliance dashboards showed all-green throughout. That green does not tell you whether CPS1 margin was being consumed on the E3 zone; it aggregates across all zones and can round the E3 collapse to noise.
