The chart with the operational + regulatory bite. Where score-distribution shifts translate into actual dispatch routing. E3 emergency-reserve rate collapsed 29% → 6%. Other zones stable. That is the exact zone-differential signature regulators look for.

What the chart shows

  1. E1, E2, E4 — lane rates unchanged between baseline and recent.
  2. E3 — emergency-reserve-activation rate collapses (29% baseline → 6% recent). Baseline-dispatch rate grows sharply. Demand-response-ready absorbs the remainder.
  3. E5 — secondary movement pattern (distribution shape shifted heavily even though the exact lane-rate delta is smaller than E3).
  4. The primary differential exists on E3 alone for the emergency-reserve-activation lane. Other zones are unaffected.
22 percentage-point differential in emergency-reserve routing. One market zone. Silently. Over 45+ days. This is the exact operational pattern the NERC EOP-011 emergency-operations-planning obligation and FERC Order 890 non-discriminatory transmission-service standard are calibrated to expose.

Why aggregate metrics missed it

Because E3 is one zone among five, the aggregate emergency-reserve-activation count barely moved: the E3 collapse rounded to noise across the whole balancing area. That is why the reserve-margin-compliance dashboard stayed green. Aggregate metrics are inherently blind to zone-differential patterns, and zone-differential patterns are inherently what regulator zone-differential analysis is built to surface.

The signal that fired the A/B/C determination

The sensor's zone-differential signal fired on the emergency-reserve-activation lane. E3 lane rate shifted -22.5 percentage points vs -0.4 percentage points for E1. Differential of 22.1 percentage points sharply exceeds the 12% threshold. Once this signal fires, the Snapshot lands on Category C by rule — no matter what any other metric shows.
