Chart 3 — SIU-flag lane rate per county group
The operational consequence of the C3 shape shift, expressed in the language SC DOI + your Chief Claims Officer both speak: what percentage of each county group's claims got flagged into SIU review over each 7-day window.

What the eye sees
Four county groups run flat between roughly 3-8%. One line — C3 — ramps up starting around Day 44, climbs steadily, and settles near 19% for the last 3 weeks of the audit. That is the group-differential in the wrong direction that triggers Category C.
The specific numbers
- C1 Upstate baseline → recent: 4.8% → 5.1%
- C2 Midlands baseline → recent: 5.3% → 5.6%
- C3 Coastal baseline → recent: 5.1% → 19.0% ← the finding
- C4 Pee Dee baseline → recent: 5.9% → 6.3%
- C5 Piedmont baseline → recent: 4.7% → 4.9%
~2,900 C3 claims came through in the drift window. ~551 were flagged to SIU. Against the ~5% baseline rate the C3 stream would have generated ~145 SIU flags. Delta = ~406 potentially misrouted claims sitting in SIU-hold instead of moving under Fast-Close or Standard Adjust.
