Executive Order 14110 — Safe, Secure, and Trustworthy Development of AI

Signed October 30, 2023 + subsequent 2025-2026 revisions. The cross-agency baseline for federal AI. Even where individual provisions have been amended, the "safe, secure, trustworthy" test survives as the shared vocabulary GAO, DoD IG, OMB, and the NSC apply to federal AI programs.

What the executive order actually says

"It is the policy of my Administration to advance and govern the development and use of AI in accordance with eight guiding principles and priorities … AI must be safe and secure … the Federal Government will enforce existing consumer protection laws and principles … and enact appropriate safeguards against fraud, unintended bias, discrimination, infringements on privacy, and other harms from AI." "Agencies shall … establish frameworks, guidelines, and best practices for the security and reliability of AI-enabled systems, including robust testing, verification, and validation across the AI lifecycle." EO 14110 §4 — agency-implementation direction

What this means in plain English for federal AI

EO 14110 is not self-executing at the program-office level — it directs agencies to write frameworks. But the "safe, secure, trustworthy" test filters down into three practical questions any agency reviewer or GAO auditor will ask:

  1. Is the AI reliably safe for its use context? A sustainment-AI that silently under-flags in operational tempo does not pass this on its face.
  2. Is there robust testing, verification, and validation across the lifecycle? Not just accreditation testing; not just ATO renewal — across the lifecycle.
  3. Is the discipline documented + independent + auditable? The framework language repeats this baseline.

Even where 2025-2026 revisions have narrowed or shifted specific provisions, this three-question baseline has proven stable in the surrounding agency implementation.

What triggers the exposure in the sample
