Benefit — CIP-013 R6 retention discipline

What defensible AI-decision retention actually saves you

The rule is supply-chain risk + record retention for BES Cyber Systems. The consequence of not having tamper-evident AI-decision retention when the NERC audit or FERC 206 investigation opens is a very different exposure profile.

The three moments where it matters

  1. NERC compliance audit R6 record request. The auditor asks for the retention evidence. If the AI vendor's own decision trace rotated with the model version, the record is nominal, not defensible. R6 finding is on the table.
  2. FERC Section 206 discovery. FERC staff asks for the AI-decision record on specific forecast intervals. Cryptographic hash + model version pin + input snapshot separates a produce-in-days response from a produce-in-months forensic reconstruction.
  3. Wholesale-market-manipulation civil-penalty exposure. FERC Section 316A stacks up to $1M per day per violation. Retention gaps let the penalty exposure run on the full drift-window calendar rather than the day the operator noticed.

Dollar frame

Reactive discovery-response cost: AI-decision-record forensic reconstruction on a single-issue matter typically runs $200K-$1M+ in external counsel + vendor-forensics time. Proactive discipline compresses that to weeks-of-effort inside existing IT.
Adverse-inference exposure: where records that should exist are not produced, adjudicators can infer adverse facts. In an ISO/RTO market-monitor matter, that inference shifts the presumption on intent.
Snapshot proof cost: $499. Same 5-decision reproducibility drill on your actual AI system. Same discipline the NERC auditor will look for.

Who at your org cares

What "having it" looks like

Green: NERC R6 request lands. IT runs the same reproduction procedure the Snapshot rehearsed. Records produced within the auditor's requested timeline. Matter proceeds on merits, not on records-production gaps.
Red: R6 request lands. AI vendor's decision trace rotated with the model. Reproduction requires forensic reconstruction. Cost escalates. Adverse-inference risk becomes live.
